why macys coupons have so many excludions? I am curious?

Most stores have exceptions on their ads for various reasons. When I used to work retail, certain name brand merchandise (Levis, Dockers, CarHart, Roxy etc) were exempted from the coupons because of contracts that the stores had with these manufacturers to not sell the merchandise lower than XXX amount of dollars. By constantly discounting this stuff ~ people might get the idea these were inferior quality brands. These well known brands only went on sale several times a year and no more. Other lines ~ such as the stores discount "house brands" were also exempted from the sales. At JCPenney for example, merchandise that ends is .99¢ is considered to be a "special value" and exempt from the coupons. Fragrance and cosmetics never go on sale ~ again, this is contract arrangement with the cosmetics suppliers. This is why you see cosmetics promotions along the lines of "spend $35 and receive a free gift" instead of "25% off Lancome." It really boils down to the contracts that these stores have with their supplies, something that can't be taken lightly. If the stores break their guidelines, they find themselves unable to stock the higher end merchandise lines and settling for something less. edit for clarification
What Jeanbug said is very true. It doesn't depend on Macy's itself as it does on the agreements they have with the different manufacturers/brands. At Macy's, the Everyday Value Items (they end in .98) are always excluded as they are suppose to be at a low everyday price and they never go on sale (example I often use for the customers is that leggings in juniors cost 19.98$, while in other departments they start from around 40.00$). I often get in people who complain that their coupons don't work on anything they want to buy, but if you shop exclusively for famous designers, then you'd probably run into the same problem in other stores. At the same time, I know there are a lot of items that the coupons do work, it just depends on what you pick to buy =)
